Welcome to the website of the State Institution "Ukrainian Scientific
and Practical Center for Emergency Medical Care and Disaster
Medicine of the Ministry of Health of Ukraine" (USPC EMC and DM
of the Ministry of Health of Ukraine)

We are the main scientific and practical institution of the State
Emergency Medical Service of the Ministry of Health of Ukraine.
The Institution's team consists of 48 professionals who form
the PFVMH teams that provide emergency medical care to residents of
Ukraine's regions, including those affected by the war.

OUR GOALS:

  • Ensuring the highest possible level of medical and humanitarian
    assistance in the de-occupied territories of Ukraine.
  • Conducting analytical and research work to improve the functioning
    of the units within the structure of the State Emergency Medical
    Service of Ukraine and the quality of medical care.
  • Development of Ukraine's emergency medical care and disaster
    medicine system by participating in the drafting of legislative acts.

We are doing everything we can to ensure that residents who find themselves in the red zone due to Russia's
full-scale invasion of Ukraine receive timely and professional assistance in the most difficult circumstances. 

Our mission is to save as many people as possible with all the means at our disposal.

About the Team

The war with Russia has opened the door to a world where the laws of a civilized society do not apply to residents of eastern and southern Ukraine. Calling an ambulance, getting medicine, food, hygiene products and other basic necessities is now an impossible task for many Ukrainians.

Someone has to help. And it is us - the team of the State Institution "UNPC EMC and MC of the Ministry of Health of Ukraine". There are 23 of us, but we are doing the impossible. We have teams of 3 MCs working in the hottest spots of Ukraine. All our actions are coordinated with the military!

We are professionals who have been trained in Poland and the United States and have repeatedly participated in international conferences.

We invite doctors of all specialties and categories to join us, all those who are not indifferent to human misfortune and want to help the residents of Kharkiv, Kherson, Donetsk, Luhansk and Zaporizhzhia regions.

What kind of association are you? Do you cooperate with other medical institutions?
We are the team of the State Institution "EMC and MC of the Ministry of Health of Ukraine". We specialize in disaster medicine. Our mission is to provide counseling and medical care to residents of the regions of Ukraine most affected by the enemy's aggression. We help everyone, even the residents of the most remote villages and towns, and all our actions are coordinated with the military and other interested services. We cooperate with the Red Cross and Médecins Sans Frontières teams to provide people with the most necessary items and help.
What examinations do you do at home?
It is the task of an ambulance to determine the cause of an illness or poor health. But in conditions close to combat, ambulances cannot always get there on time. That's why we rush to help. We conduct the following types of examinations:

  • Measuring body temperature with a non-contact infrared thermometer.
  • Determination of blood sugar.
  • Determining the level of glucose in the urine using test strips.
  • Heart rate measurement.
  • Conducting oximetry.
  • Electrocardiography.
  • Express ultrasound of the abdominal and pleural cavity.
Is it possible for the doctors of the State Institution "EMC and MC of the Ministry of Health of Ukraine" to take the patient to the hospital when the team returns to the district center?
Yes, we can transport a person in need of treatment, but only after agreement with the administration of the medical institution to which the patient will be referred.
In what areas do you provide medical advice? Can you advise on gynecological, oncological, neurological, ophthalmological, dental problems, etc.
Given the difficult situation in the occupied and de-occupied territories and the impossibility of visiting specialized specialists due to objective circumstances, our doctors provide such services. But only on condition that you consult a specialist as soon as you have the opportunity!
